
Much of the code to support HLS playback via FFMpeg fallback was guarded behind IS_ANDROID instead of the more logical ENABLE_HLS_DEMUXER. Switching to the HLS specific flag (only turned on by default in android) allows building the HLS code optionally on desktop. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
