Migrate `cursor_type_` from `OutOfProcessInstance` to `PdfViewPluginBase` and provide accessors to allow for different implementations of cursor updates. The Pepper plugin will continue to update its cursor through a dedicated API, whereas the Pepper-free plugin will update its cursor directly when handling input events. Meanwhile, remove `OutOfProcessInstance::full_`, which should have been removed in crrev.com/866352. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
