
Instead of reporting an error and stopping playback, now we simply drop packets if they fail bitstream conversion. It protects accelerated decoder, but also preserves a lot of tolerance to slightly corrupted videos. We drop packets for a lot of reasons, it's okay to add another one. This CL also reverts http://crrev.com/1434331 because its approach turned out to be not effective. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
