On my fast linux machine with goma, rebuild time after toggling the setting off goes from 1m45s to 44s. On slower machines or without goma, the speedup will be bigger. * Makes sure that every file that reads USE_V8_CONTEXT_SNAPSHOT has a dep on the target creating the buildflag header (with the previous config, it was easy to miss using the config accidentally) No intended behavior change. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
