
For legacy overlay path video can be overlaid only when it's already in the SurfaceView. Right now we gate overlay code paths on IsBackedBySurfaceTexture which is the opposite, but it's set to false by default. This requires additional checks if the video was hardware decoded (i.e the only code path where the bool set, so we don't rely on default value). This CL flips logic the opposite way, so we handle only videos that are in SurfaceView and don't need extra is_stream_video checks. This change is no-op. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
