
Before this change there was no facility for checking if the user scripts API is enabled in the renderer. After this change we create a thread-safe context map (similar to developer mode) that tracks this globally for the process and we send it along with a new renderer mojom method when the user script toggle is changed. We also send along the value when the renderer process is initialized, and when the renderer is notified of new extension to load. The thread-safe context map is also used in the browser process for convenient/more efficient checking of the value there. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
