
Before: uploaded local extensions were treated as "dual storage", i.e. they are part of the user's account but are still stored/"owned" by the device. After: uploaded local extensions will be "owned" purely by the account, i.e. if the user signs out, they can choose to remove them from the current device. To check out the source code locally, don't use git clone

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
