
ScopedNSAutoreleasePool needs to be used strictly scoped. Use the STACK_ALLOCATED tool to try to enforce this, and annotate the current violations. This CL also switches from using raw pointers to using absl::optional. While that fixes some leaks, the resulting lifetimes were wrong, so those needed to be adjusted. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
