
The previously-reported navigation state was not being stored when the initial state was sent to a new NavigationEventListener. This would result in a duplicate event firing as soon as the initial event had been delivered, if the Frame was not in the "initial" navigation state. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
