
Before this change providing >1 arguments would resolve to the second argument. I.e. BASE_IS_EMPTY(a, b) would expand to b instead of 0 or 1. With this implementation BASE_IS_EMPTY() either expands to 0 or 1 and is a lot simpler due to its use of now-available __VA_OPT__. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
