
I81e26fe2ea2b33c8f1df920dd3b520609f292cf5 slightly refactors Clank WebContents UserData by moving methods definition from WebContentsImpl to WebContents interface. This allows us to enforce the build rule implemented by this CL. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
