
Separating out ptr/data pairs is both less safe and less ergnomic. If we keep values in paired up view types as much as possible, there's less risk of lengths and data getting mixed up. This also avoids needing separate overloads for all variations on string. string_view (or optional<u16string_view> for FromUTF16) is a sink type that can accept all variations. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
