
While working on CL:6337330, we discovered that the DCHECK_GT in ScopedSafearray::GetCount wasn't right -- it's possible to have non-null, single-dimensional SafeArrays with cElements of 0. This CL fixes this issue by replacing the DCHECK_GT to DCHECK_GE. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
