
When a client is in the SeedsFiles group of the SeedFileTrial experiment, it will store the seeds in the Seed Files instead of Local State. SeedReaderWriter should correctly handle where to read from and write to. Use SeedReaderWriter to read and write the seed instead of using Local State directly. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
