direct_8x8_inference_flag is for extending from 16x16 for MV prediction, while transform_8x8_mode_flag is to enable 8x8 TU besides the default 4x4 TU. Spec requires direct_8x8_inference flag to be true at level 3.0+; for transform_8x8_mode_flag, only for SVC should we disable it for level 2.1-, otherwise turn it on when driver supports it. To check out the source code locally, don't use git clone! Instead,
follow the instructions on how to get the code.
Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
