
base::ClampToRange will return bogus results if `lo` is greater than `hi`. This is a source of bugs. Because of this, base::clamp CHECKs in that case. This CL moves users of base::ClampToRange over if they pass their tests with base::clamp, preventing errors in the future. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
