
This is a mechanical change to move the existing logic for converting ink inputs into a stroke in a method separate from the mouse up event handler. There is no change to the conversion logic, it is only a move. This prepares for the ink backend to support multiple input methods of applying strokes, and not be just mouse-based. It also prepares for adding tests that need to not crash when using ink stubs. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
