
This CL introduces the feature flag WebAudioRemoveAudioDestinationResampler. When enabled, this flag bypasses the resampling step within the AudioDestination node. This allows the AudioService to handle resampling, potentially reducing latency and overhead. Additionally, GetOutputBufferSize has been modified to scale hardware buffer sizes and enforce minimum and maximum buffer size limits. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
