
Before this CL, tests used HostResolverManagerTest::MakeCacheStale() to make entries stale, but the method simulated a network change rather than advancing tick clock. We plan to exclude stale DNS results after network changes (see the design document [1]) so we can't depend on the method. Use FastForwardBy() to simulate TTL expiration. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
