Adds the --bypass-skia-gold-functionality flag in the skia_gold_test mixin, ready to be uncommented if ever needed. Also updates the sheriffing documentation to identify Skia Gold outages as a special case of the failing test scenario, and how to deal with it using the above flag. Creating Documentation
Markdown documents must follow the style guide.
