
Add Assign(Span) and Append(span) and drop the pointer+size variants. Drop the templated constructors and operator= because such users can trivially be converted to use the span<const uint8_t> constructor instead. For content::DecodeImage, pass the data to decode as a span instead of as a pointer+size. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
