This cache directory is used by Core ML during inference and caches model files under each model directory. It provides significant performance boost for WebNN inference. Some precision issues are also fixed after having access to cache. We setup the directory in `GpuProcessHost::LaunchGpuProcess()` so we don't need to give GPU process the ability to create directories under the parent path in its sandbox policy. To check out the source code locally, don't use git clone! Instead,
follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
