
This CL adds is_janky_scrolled_frame_v3 fields to cc::ScrollUpdateEventMetrics and the EventLatency trace event. This will make it easier to analyze and debug differences between the old (e.g. Event.ScrollJank.DelayedFramesPercentage.FixedWindow) and new (e.g. Event.ScrollJank.DelayedFramesPercentage.FixedWindow3) scroll jank metrics. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
