
Previously, every paint of the notification progress bar paints a `kProgressBarTopPadding` (16) + `kProgressBarExpandedBottomPadding` (20) + `kProgressBarHeight` (4) = 40 pixel high rect due to using a views border, despite the updated pixels only being `kProgressBarHeight` (4) pixels high. Replace this with a margin. This reduces the amount of pixels painted by 90%… but does not seem to impact battery life, unfortunately. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
