
As part of our refactors of splitting up Sunfish and Scanner allow / enable logic, different parts of the code may check Sunfish or Scanner allow / enable status independently of the other feature. Rename the existing `IsSunfishAllowedAndEnabled` to be explicit that it is checking whether a Sunfish _session_ is allowed or not, not whether Sunfish (the feature) is allowed or not. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
