
http://crrev.com/c/6217788 changed DevTools frontend resources selection logic to always use remote ones provided by appspot. This broke unofficial builds because they have bogus git revision which prevents use of remote frontend resources, and the change was reverted by http://crrev.com/c/6244102. This CL changes resources selection logic so that if remote resources cannot be used due to the missing Git revision and bundled resources are available, they will be used. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
