This enforces that AXInlineTextBoxes will only be created or updated while processing deferred accessibility events -- which was already mostly true in production code, but not true for the Android action to load inline text boxes, and not true in unit tests. The unit tests changed in the upstream CL. This moves us toward being able to enforce that cached values on AXObjects will only be updated while processing deferred events, and never when the tree is frozen. follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
