
Per the instructions in the bad words filter, it's okay to turn it off for third_party. Also removes git_commands.sh, which is in .gitignore. Turns out that .gitignore still tracks changes if the file is already checked in. Also removed a trailing '.' from a copyright, that made the presubmit check mad. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
