Make sure restrictions on what CreateSharedImage() can be called with are enforce consistently. DCHECK() in client side code to let developers know about mistakes and reject any requests service side. CreateSharedImage(SurfaceHandle) can be called with any format. CreateSharedImage(pixel) is only valid for single plane formats. CreateSharedImage(GMBHandle) is only valid if there is an equivalent BufferFormat. For now continue to enforce it's only called for multi-planar formats. Also fix HasEquivalentBufferFormat() since not all ResourceFormats have an equivalent BufferFormat. To check out the source code locally, don't use git clone! Instead,
follow the instructions on how to get the code.
Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
