
This seems to save around 460k locally. Areas of the code that want to enable these locally or gather them in the wild can override ENABLED_VLOG_LEVEL in build files instead. There are also potential speed gains due to smaller code (logging code is large even when runtime disabled) but these gains weren't measured. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
