Lei Zhang 4568f0f004 Change printing::LooksLikePdf() to take a span of uint8_t
It is common for functions to take either a span<const uint8_t> or a
string_view to represent a view into some contiguous data.
LooksLikePdf() takes a span<const char>, which is an odd choice. Change
LooksLikePdf() to use the more common span<const uint8_t> type and
adjust callers to match. Most callers are simpler as a result, except in
PdfBlobDataFlattener, where the data is coming from a callback that
returns a string.

Note that PDFs can contain binary data, including NULs, so it does not
make sense to treat PDF data as a string.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
