
For the given domain, run CheckAndActivateLegacyScopeBehavior this will check if the domain has activated legacy mode for the first time, If it has go through and delete all aliasing cookies under this domain. CookieScopeSemantics functions has also been modified to take a domain.string instead of a Canonical cookie. This modification allows for a much simpler and easier way of looking up what scope a cookie's domain is currently under. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
