
This was failing because we started enumerating columns at 0 for every row. Fix this by using the sequence numbers from break tokens, which already counts columns nicely for us. This fixes issues with both column spanners and column wrapping. Enumeration of columns should now also work if the multicol container is nested inside another fragmentation context, but other parts of the code aren't ready for this yet. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
