
Chromium requires Windows SDK 10.0.22621.2428, which includes mc.exe version 10.0.22621. Support this version by: - Adding a BOM to chrome/common/win/eventlog_messages.mc to prevent mc.exe from failing due to it not being UTF-16LE. - Clarifying doc comments in the message_compiler template. - Updating the bits of the python script to python3. Also pick up various translation changes in the prebuilt generates files for remoting/host. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
