
This CL introduces `window_state` and `insets_dip` to PlatformWindowDelegate::State struct. We also introduced `CalculateInsetsInDIP` to avoid re-enterant of RequestState by separating the calculation and setting of insets. CalculateInsetsInDIP calculates insets and PlatformWindow is responsible for setting the insets. Insets should be changed only when window state has been changed + decoration insets is supported (= X11 and Wayland). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
