This reduces the pre-processed size of the header from 874,775 to 732,443 tokens (linux debug builds), bringing it back down to the size of last October (crrev.com/706388), and shaving 10 CPU minutes off local builds. It also adds a #pragma clang max_tokens_here line to prevent the size from regressing without anyone noticing. See the bug and docs linked from it for more info.
