
Before this CL, we assumed that there would be no matching QUIC session until the current QuicSessionAttempt completed. However, we could get an HTTP/3 Origin frame that contains an origin that matches the current attempt. In such cases, QuicSessionAttempt closes the new session and completes with OK so that the call site can use the existing matching session. Remove some CHECKs that had the wrong assumption. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
