
Since we now support accessing APIs via OAuth for the default GCE service account, we have 3 different ways to construct an instance of the CloudServiceClient and differentiating based on c'tor params felt like it was going to be error prone in the future. This CL replaces public c'tors with static factory functions which indicate the context in which they will be used (chromoting robot, gce service account, gcp project). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
