This CL adds a new method `SetUseSkiaRendererPolicy()` to mojom interface `PdfToEmfConverter` so that the enterprise policy regarding whether to use Skia as the PDF renderer is set immediately once the mojom remote is bound. This change also sets the enterprise policy from the last instance of caller of chrome_pdf::GetPDFDocInfo(), therefore remove the TODO comment for chrome_pdf::GetPDFDocInfo(). To check out the source code locally, don't use git clone! Instead,
follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
