
We wish to migrate ui::Compositor to building cc::PropertyTrees directly and then remove the layer tree code path from cc::LayerTreeHost. As a first step, this CL introduces a delegate class that we can use to separate the code between the two code paths, and so that we can next add a third class that will be used for the transition. This CL does not separate out *all* of the differences in the two code paths, just one initial one. This CL is essentially a bunch of refactoring and should have no functional affect. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
