
The earlier PPAPI-free PDF Viewer implementation had the same frame layout as the PPAPI version, with the scroll bar outside of the plugin itself. With this setup, the PdfFindInPage interface was necessary for the plugin frame to tell its outer frame where to draw the find-in-page tick marks. Now that the plugin has its own scroll bar, the code added in https://crrev.com/929534 is dead code. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
