
We're seeing crashes in the field when creating wgpu::Adapter which prevents checking the blocklist. This method should let us filter out the bad devices before creating wgpu::Adapter, and then perform a full blocklist check after the initial filtering. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
