This is a partial reland of crrev.com/c/6250398, where the part that actually enables the checks by default is removed from this CL until the failure is explained. - Fixing a few remaining violations that were not already fixed in precursor CLs. - Fix the dependnecies of the ":lint" target for the case of `use_javascript_coverage=true` - Add a new "ESLint checks" section in styleguide/web/web.md explaining the two different types of ESLint checks. - Update Chromium styleguide additions to include what will be enfroced by @typescript-eslint/require-await and @typescript-eslint/no-unnecessary-type-assertion in upcoming CLs. Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.
The project's web site is https://www.chromium.org.
To check out the source code locally, don't use git clone! Instead,
follow the instructions on how to get the code.
Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
