Updating the animation value(s) on attribute synchronization is not great since it can in turn trigger style and layout updates. It should really only be updating the (serialized) attribute values and nothing else. Instead perform the animation value update synchronously when the base value changes. While this may be slightly worse from a performance PoV, it's hopefully the lesser of two evils. Update animations/responsive/svg-responsive-to-updated-baseval.html to not expect the value returned by getAttribute() to reflect the animated value (see crbug.com/735820). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
