Previously, registration/refresh requests set the initiator to url::Origin(). This meant that requests were not considered to be same- site, so non-navigation requests rejected storing returned cookies if they were SameSite=Lax or SameSite=Strict. This CL sets the registration/refresh request initiator to match the initiator of the request that originally triggered registration or refresh. For refresh, that means the deferred request. The test added in this CL verifies that a registration request triggered by a non-navigation request stores the returned cookie. The test fails if the initiator is set to url::Origin(): https://crrev.com/c/6209212. To check out the source code locally, don't use git clone! Instead,
follow the instructions on how to get the code.
Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
