Bruce Dawson cdb01f6837 Revert "build: Rudimentary support for Visual Studio 2022."
This reverts commit 616dd4d5bd.

Reason for revert: Changes to IDL fail because this change broke
ARM64 builds, see https://crbug.com/1277518

Original change's description:
