polymer_modulizer() when used with html_type="v3-ready" is simply inlining an HTML file into a JS file. There is nothing Polymer-specific about it, which can be confusing as it is used in non-Polymer UIs as well. Moreover, polymer_modulizer() requires a different target per file, whereas html_to_js() accepts a list of files to be processed and is more concise. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
