
Both site suggested ads and ad topics settings pages have an updated footer with this feature enabled, where it doesn't have the link to the help center anymore. This CL also updates IDS_SETTINGS_TOPICS_PAGE_FOOTER_V2 and IDS_SETTINGS_FLEDGE_PAGE_FOOTER_V2 by adding the `aria-description` to the string itself and passing in IDS_SETTINGS_OPENS_IN_NEW_TAB from the C++ side rather than querying the DOM and adding it on the typescript side. This update to the strings does not require a new screenshot since it does not change visibly. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
