
This CL cleans up EnableScreenshotProtection and also addresses crbug.com/378132592 by cleaning up `IsDataProtectionEnabled()`. The `SkipUrl()` call in `ApplyDataProtectionSettings()` is kept since it's a static function that might be called even if a `DataProtectionNavigationController` hasn't been initialized. The `IsInPrimaryMainFrame()` call in `DidFinishNavigation()` is kept, see the comment in that function for details. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
