
Make the behavior in this scenario more consistent with other apps. Change PdfInkModule's to remember if it ever received a pen event, and ignore touch events after that. Update tests with the new expectations, add ApplyStrokeWithTouchAtPointsNotHandled() as needed, and remove the now fulfilled TODOs. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
